to sign a paper certifying to the due election of one Lui Yan-sun who is unknown except as a member of the Tung Hang Vui and a nominee of the Sze Yap Association. Mr. Lau very properly refused Nevertheless it is said that Mr. Lui has actually gone to Peking as the representative elector of a Society which has never even
been formed.
I may mention here that the Tung Kang Wui is
as far as Hongkong is concerned an unregistered and therefore an
unlawful secret society. Mr. Wei Yuk took no part in the conversa-
-tion but he did not demur to any of the statements made by the
other two gentlemen. I regret very much that Sir Kai Ho Kai was
not present and I should have liked to learn whether he would have
controverted these serious revelations which I have no doubt what-
-ever are true.

In these circumstances I have to suggest that
if you desire that the Chinese in Hongaong should have a voice, under the prescribed regulations, in the elections referred to now
or at some future date, a Principal Society formed for the promo-
-tion of Trade and Commerce and not in any sense for political purposes may be registered subject to the members of its Committee from time to time being approved by the Governor, and may be
permitted to nominate delegates to go to Peking for the purpose of the elections. As I have informed you in my Confidential Despatch
1250 instant of the 22nd. ultimo I am in favour of the formation of a Central or Principal Society in which all the District Societies shall be incorporated and it is such a Society which might in my opinion be given the privilege referred to. It would have of course to be recognised for such purpose by the Chinese Government.
